Vincent is a lawyer with more than two decades of practising experience.  He is a practising solicitor in Hong Kong and partner of P. H. Chin & Co. Formerly, Vincent had practised as a barrister in Hong Kong for ten years.

Vincent is founder of Consultants VC Limited.  With a business focus on New Zealand, Vincent is executive committee member of the New Zealand Chamber of Commerce in Hong Kong. 

The HKSAR Government has appointed Vincent to various public posts.  Vincent is member of the Estate Agents Appeal Tribunal and the Hong Kong Institute of Certified Public Accountants Disciplinary Panel, panel member of the Human Organ Transplants Board, and inspector of the Council on Human Reproductive Technology.  Vincent was formerly chairman of the Buildings Appeal Tribunal and member of the Housing Appeal Tribunal, the Securities and Futures Appeal Tribunal, the Non-local Higher and Professional Education Appeal Board, and the Immigration Appeal Tribunal.

Formerly an academic, Vincent was academic visitor of the City University of Hong Kong and visiting lecturer of the University of Hong Kong, the Hong Kong University of Science and Technology, and the Hong Kong Polytechnic University.

Vincent attended the University of Cambridge (BA(Hons) and MA in philosophy and law), Peking University (LLM), Shanghai Jiao Tong University (CMBA), the City University of Hong Kong (PCLL), the University of New South Wales (Diploma in International Commercial Arbitration), Harvard Law School (visiting research), and the University of Hong Kong SPACE (Certificate in Digital Filmmaking).
